No rise in property taxes in budget


The commissioners have not increased taxes and have not laid off any county workers.

NEW CASTLE, Pa. — Lawrence County commissioners unanimously passed the 2009 budget that doesn’t include a property tax increase.

The $97,286,554 budget includes a $156,000 carry-over from 2008.

Commissioners passed the budget Tuesday.

Commissioner Steve Craig noted the county was waiting for the last two days of outstanding tax money to come in so it could make its last payroll. “It’s that tight,” he said.

Commissioners said they, the county controller, treasurer and administrator worked hard to avoid a tax increase and layoffs. They implemented a hiring freeze.

“Beaver County is facing a $1.4 million deficit. They’re facing layoffs,” said Commissioner Richard DeBlasio. “My hat’s off to everyone here, when you look at the counties around us.”

Commissioner Dan Vogler said the news is good for now, but the county might have to raise property taxes next year if it doesn’t see an upswing in construction and growth.

The county only has one tax, the property tax, as a source of revenue, he pointed out.

“It would be shortsighted of us to say it’s all sunshine and roses approaching 2010,” he said.

“2009 isn’t going to be a cakewalk,” Craig added. “We’ll remain vigilant. We’re committed to our hiring freeze.”

He said when the state cuts back on funding, the county often has to absorb the shortfall.

“It’s not like you can tell your child services people, ‘We can’t put gas in your car because the state hasn’t sent us a check,’” he said. “We will meet the needs of people in this county.”
