TWENTY YEARS AGO: Then-City Council President Michael Crogan’s 2-month-old son, Terrance Sean, was Youngstown’s “New Year’s Baby” on New Year’s Eve 1988. From left are Claire Maluso, Federal Plaza director; Leona Crogan, holding her son; Crogan, and the couple’s other son, Michael, then 13. Mrs. Crogan wrote a column, at left, about the challenges and joys her family has had raising Terrance, who was born with Downs syndrome and is now 20 years old. Michael, now married, lives on the same street as his parents and brother and works for the Trumbull County Board of Mental Retardation and Developmental Disabilities.
