Mahoning County Common Pleas Judge Sidney Rigelhaupt says Youngstown’s two deputy police chiefs, Carmen Bruno and Thomas Baker, were appointed illegally and must be removed. The jobs should be filled through Civil Service, Rigelhaupt rules.
