MAKING A MOLE HILL OUT OF A MOUNTAIN: A Civil Works Administration crew in Youngstown works on cutting away a hill on the south side of the lake in South Side Park to make a flat area for a playground in December 1933. Thousands of Youngstown men eagerly grabbed the CWA jobs, which paid $15 a week for manual labor. The program was extended to a few hundred women, largely for clerical work.
