Youngstown permitted the Youngstown SteelHounds to waive $3 in parking and facility fees on its tickets. But ICC signed a contract with Blue Line Hockey LLC, the team’s parent company, on Oct. 10, 2005, that doesn’t include those fees.

Youngstown agreed to pay $210,000 to USA Parking Systems Inc. of Cleveland for off-site parking, “breaching ICC’s right to minimize the aggregate operating expenses of the facility.” As with the Blue Line contract, ICC also signed the USA Parking contract.

Youngstown is “currently threatening to take away additional revenues from the facility including money generated by the sale and/or lease of club seats.”

The city decided in June to eliminate $3 to $3.50 parking and facility fees added to most tickets and replace them with a 9.5-percent admission tax, effective Oct. 1.

“Youngstown has threatened to declare a default of the management agreement.”
