Youngstown charter amendments to be on ballot


YOUNGSTOWN — The Mahoning County Board of Elections rejected two formal objections to stop the city from placing charter amendments on the November ballot to overhaul Youngstown’s park and recreation commission.

Relying heavily on legal opinions from the county prosecutor’s office and the Youngstown law director, the elections board voted today to allow the amendments to be on the ballot.

The park commission and Maggy Lorenzi of East Midlothian Boulevard, a citizen activist and former mayoral candidate, had objected to how the city decided to place the amendments on the ballot.

They contend the city is not permitted by its charter and the Ohio Constitution to have city council vote to put the changes in front of voters.

But city Law Director Iris Torres Guglucello cited case law showing that city council has that authority. A legal opinion from the county prosecutor’s office states it agrees with Guglucello’s opinion.
