Youngstown City Council approved raises for about 100 management and nonunion employees of 2.5 percent effective Jan. 1, then 4.5 percent starting Jan. 1, 2009, and 3 percent on Jan. 1, 2010. The police and fire chiefs will receive 3 percent raises Jan. 1 and the same amounts as the others in the two following years. Here are the current salaries and the 2010 salaries of some of the city’s top management employees.
