Open dumping: No person shall recklessly dispose of solid wastes including scrap tires and/or infectious wastes by open dumping. Penalty: unclassified felony.
Tire transport: No person shall recklessly transport scrap tires without a certificate of registration issued by the Ohio Environmental Protection Agency. Penalty: first-degree misdemeanor. (Exemption: single load of 10 tires or for personal use in agriculture.)
Littering: No person regardless of intent shall deposit or cause to be deposited litter on any public property or on private property not owned by him or in any waters of the state. Penalty: third-degree misdemeanor.
Littering from motor vehicle: No operator or occupant of a motor vehicle shall, regardless of intent, throw, drop, discard or deposit litter from a motor vehicle in operation upon a street, road or highway. Penalty: minor misdemeanor.
Secured loads: No vehicle loaded with garbage, swill, cans, bottle, waste paper, ashes, refuse, trash, rubbish, waste, wire, paper, carton, boxes, glass, solid waste or any other material of an unsanitary nature that is susceptible to blowing or bouncing from a moving vehicle shall be driven or moved on any highway unless the load is covered with a sufficient cover to prevent spilling onto the highway. Penalty: minor misdemeanor.
WARREN ORDINANCES
Litter and garbage: No owner of land, or any lessee, agent or tenant having charge of land, shall place upon such land or permit to be collected or remain upon such land litter in any manner so as to be offensive, injurious, dangerous or detrimental to the public health, safety, welfare or comfort. Penalty: $1,000 fine and/or imprisonment of up to six months.
Rats: No owner or occupant or any premises within the city shall maintain such premises in a vermin or rat-infested condition or permit any such premises to become infested with rodents or vermin. Penalty: fine of $1,000 and/or inprisonment for up to six months.
Raking leaves: No person shall sweep, rake or place in any street, highway or alley, or any part thereof leaves. Penalty: minor misdemeanor.
