Hoarding conditions (excessive amount of dogs or cats), inhumane treatment: Animal Charity (330) 788-1064, Ext. 20.

Unlicensed and stray dogs, including those loose with a collar: Mahoning County Dog Warden, (330) 740-2205.

If more than three dogs at one residence: Ray DeCarlo, zoning specialist, (330) 742-8840.
