Here’s a list of violations Police Chief John Mandopoulos is charging Patrolman Richard Kovach with, after an Internal Affairs Unit investigation into the officer’s use of a Taser on Heidi Gill of Howland:

Canons of police ethics: Conduct in arresting and dealing with law violators. An officer does not have the right to prosecute the violator, or to mete out punishment.

Rules of conduct: Professional conduct and personal bearing, use of unreasonable force and violation of local, state or federal law.

Protection of prisoners.
