Grants called for in sewer project


Two grants the commissioners will seek will help a Howland neighborhood.

WARREN — Trumbull County commissioners are expected today to advance a Warren Township sewer project and revitalization funds to help a Howland Township neighborhood.

Alan Knapp, planning director, asked the commissioners during their Tuesday work session to seek two grants to help fund a $1.3 million sanitary sewer project in the township.

It calls for the construction of a 30-inch line from the city limits at North Park Avenue to North River Road and a 12-inch line along North River.

The line will service Glunt Industries since the Ohio Environmental Protection Agency has called for the company to replace its sewage treatment system, Knapp said.

Glunt employs about 100, and the company manufactures and rebuilds steel-making equipment.

The project also will serve Horvath Mobile Home Park and some residences and businesses in the area, Knapp explained.

The commissioners will apply for a $300,000 community development competitive block grant. The county also will seek a $400,000 competitive grant from the State Capital Improvement Program.

The county has approved the use of $300,000 in CDBG funds for the project and property owners in the area would contribute $300,000.

Knapp said he wants to start the project in July 2008 and complete it five months later.

Other business

In other business, the commissioners are also expected to apply for $473,000 in CDBG funds and seek an additional $300,000 through the Neighborhood Development Program to upgrade the Bolindale section of Howland.

Knapp said Bolindale residents want storm sewer upgrades, street repairs and old structures demolished for a total $743,000.

Knapp said the work could begin the first part of next year.

The project does not include sanitary sewers, which he said will cost about $1 million. Sanitary lines could be constructed in two to three years, he added.

Also, commissioners are expected to award a $51,810 contract to Diorio Paving Inc. of Girard to resurface portions of four streets in the city of Hubbard.

Knapp explained that $34,000 in CDBG funds and the city’s contribution of $17,810 will pay for the project.

The streets that will be resurfaced are Mock and Ruth streets, Sunset Drive and Princeton Avenue.
