Tax-free loans

SHARON, Pa. — U.S. Rep. Phil English of Erie, R-3rd, wants to change the federal tax code to allow local governments to borrow money tax free. English introduced the bill in Congress last week. Under his plan, Federal Home Loan Banks would issue tax-exempt letters of credit and local banks would provide the loans. The congressman said many small communities forgo projects because of the taxes they must pay when borrowing funds through the sale of bonds. Sharon Mayor Bob Lucas said such a provision would save Sharon about $3 million in fees and taxes for its upcoming $42 million sewer project. English said he believes there is much nonpartisan support for the bill and he hopes to see it pass during this legislative term.
