Federal offices: U.S. Post Office, Youngstown, Warren, Federal Bankruptcy Court, District Court, all closed.

Universities: Youngstown State, closed
Kent State Trumbull Campus, closed.

Public transit: Western Reserve Transit Authority (WRTA): closed.

Public libraries: Youngstown-Mahoning County, closed; Warren-Trumbull, closed.

Stock market: Butler Wick & Co., closed.

Banks: Chase Bank, Charter One, Cortland Banks, Farmers National Bank, First National Bank, First Place Bank, Warren, Home Federal Savings & Loan, Niles, Home Savings & Loan, Key Bank, National City of Ohio, National City of Pennsylvania, Sky Bank, all closed.
