Robert and Suzanne Rufh of Virginia Beach, Va., are announcing the birth of their third child, a daughter, Anna Frances, on Dec. 9 at DePaul Hospital in Norfolk, Va. Grandparents are Joanne Cicciarello and Chester E. Rufh, both of Youngstown.
