The problem: Touch-screen voting machines used in Ohio are vulnerable to manipulation or tampering, and Secretary of State Jennifer Brunner believes the problem can be fixed by either replacing the systems or allowing more on-paper voting over an extended period.

Supporters: Gov. Ted Strickland is among supporters of Brunner’s recommendations, saying the state must act by November or risk having a third presidential election appear questionable.

Detractors: Voting rights activists see some of Brunner’s recommendations as bad for low-income and minority voters, particularly proposals to increase mail-in balloting and move voting away from precincts to more centralized locations.

What’s next?: State lawmakers must decide whether to accept, revise or reject Brunner’s suggestions.
