The chairman of Youngstown City Council’s finance committee has proposed legislation banning pit bulls in the city. Those who already own pit bulls or purchase them before Sept. 15 could keep their dogs under these specific circumstances.

Keeping the dogs securely confined.

Carrying liability insurance of at least $100,000 for each dog.

Registering each dog with the Mahoning County dog warden’s office.

Muzzling each dog and keeping the animal on a leash no longer than 4 feet if it goes outside.

Placing a visible “beware of dog” sign outside their home.
