PROPOSED CHANGES Park and recreation


Youngstown Mayor Jay Williams wants a charter amendment to have the city administration oversee the park and recreation commission. The proposed amendment includes the following provisions:

Removes the commission’s power to require the city to borrow money or levy a tax for projects without the permission of city council or the administration.

Requires commission contracts and purchases to follow the same procedure as other departments — it must receive approval from city council and the board of control.

Makes the mayor the appointing authority for all permanent park and recreation commission employees. That authority is currently with the commission.

Changes the appointment power of the five members. Council and the mayor would each get two appointments and the city board of education would select one member. Currently the mayor, council and board of education each get one appointment and the judges of the Mahoning County Court of Common Pleas appoint two members, with one of them required to be a woman.

Changes the length of term from five years to three years.
