Two men cited for violating unsightly property code


YOUNGSTOWN — Two Steel Street men, Paul Ealy, 45, and Nicholas Clingerman, 22, have been cited for violating a housing code ordinance that prohibits unsightly property.

Police took photos of the properties Tuesday.

At 518 Steel, Ealy’s residence, police said they found flies swirling around open trash bags, soiled and rain-drenched clothing, filthy cooking utensils lying in rain puddles, dismantled vehicle engine parts, empty beer bottles, empty soda cans, broken pieces of wood, empty paint cans, ripped and rain-drenched vehicle seats, and broken windshields and mirrors.

Also found were grease rags, empty brake fluid containers, used paintbrushes, a broken wheelchair, ripped lawn chairs, a broken riding mower, a motorcycle, bicycles, empty gas cans, empty boxes of vehicle parts, loose siding, empty juice boxes, loose bricks, empty milk crates, soiled and wet mattresses, a door off its hinges, spare tires and much more.

At 614 Steel, Clingerman’s residence, police said they found an inoperable clothes dryer, soiled clothing, a loose window screen, two filthy chairs stacked with boxes of dryer parts, a filthy glass table, a filthy ice cooler, two open bags of dog food, an open bag of potatoes, rubber hoses, windshield wiper fluid, door off their hinges, roofing shingles, plywood and broken fencing.

Also found were an abandoned shopping cart, deflated swimming pool, paddle boat, engine parts, broken children’s riding toys, empty paint and drywall buckets, empty beer cans, a bonfire pit filled with tree branches, two electric wiring spools, several lawnmowers, golf clubs and three gas cooking grills.
