Fee schedule is proposed for park

NEW CASTLE, Pa. -- Council has proposed fees and regulations for groups wishing to use the city's Riverwalk Park.
Lawmakers recently introduced an ordinance outlining several nonrefundable fees.
They intend to vote on the matter within the next several weeks. The daily rate would be 400 from 11 a.m. to 9 p.m. Memorial Day to Labor Day and 400 from 11 a.m. to dusk from Labor Day to Memorial Day.
Parties could use the park from 11 a.m. to 3 p.m. or from 4 to 9 p.m. at a rate of 225. Or the park could be rented for 75 an hour. Use of the park would also require a 150 deposit for cleanup, to be refunded after inspection by the city. Cleanup is to be completed within two hours of the close of the event.
The proposed measure also prohibits fixtures that require anchoring and only allows tents with sandbag anchors.
Also, alcoholic beverages, cooking, sports activities and pets are prohibited. No people, animals or objects are allowed in the fountain. The group using the park would be responsible for supplying all security for its event.
In addition, at the discretion of the city solicitor, the party using the park must provide a certificate of liability insurance naming the city as additional insured. The amount of insurance would be determined based on the event.
Parties using the park would receive access to the park two hours before the start of the event for setup purposes.
