Board approves services agreement

A former North Side school, closed in 1981, will be demolished.

YOUNGSTOWN -- The city's board of control has approved a $365,368 consultant services agreement with an Akron company as part of a 2002 consent order and U.S. and Ohio EPA regulations.
The panel approved the services agreement Thursday with Malcolm Pirnie Inc., which has offices in Akron. Carmen Conglose Jr., deputy director of public works, said the project is part of the 2002 consent order the city signed with the state and U.S. Environmental Protection agencies.
That order was aimed at reducing sewer overflows. The consent order settled a lawsuit filed against the city by the U.S. EPA.
Malcolm Pirnie's work will involve creation of a computerized system to track work orders and maintenance of the system. The money for the work will come from the city's waste treatment plant fund.
The board of control consists of Mayor Jay Williams, Law Director Iris Guglucello and Finance Director David Bozanich. Williams didn't attend Thursday's meeting.
School demolition
The board also approved paying All Excavating Co. of the city $47,277 to demolish the former Tod Memorial School on Dupont Avenue on the North Side.
The contract also includes site clearance, backfill and grading of the structure.
The former school closed in 1981, and people living near the building have complained that it's an eyesore.
The razing of the building is part of the city's $1.2 million demolition program including about 300 residential properties and the former Monroe Elementary School on Willis Avenue. Monroe was demolished earlier this year.
