Jeff Atkinson, 43, of Manhattan Beach, Calif., participates in the second annual Progressive Surf Group's Scare N' Tear Surf Contest at Manhattan Beach. Contestants are judged for their costume and surfing ability. Atkinson, who won the Halloween contest last year by fashioning the Titanic out of a surfboard, came in second this year for attaching a basketball hoop to the front of his surfboard.
