In 1797, French balloonist Andre-Jacques Garnerin makes the first parachute descent, landing safely from a height of about 3,000 feet over Paris. In 1928, Republican presidential nominee Herbert Hoover speaks of the "American system of rugged individualism" in a speech at New York's Madison Square Garden. In 1934, bank robber Charles "Pretty Boy" Floyd is shot to death by federal agents at a farm in East Liverpool, Ohio. In 1979, the U.S. government allows the deposed Shah of Iran to travel to New York for medical treatment. In 1981, the Professional Air Traffic Controllers Organization is decertified by the federal government for its strike in August. October 22, 1981: The Tamarkin Co., leading Youngstown-based grocery wholesaler and retailer since 1923, reaches an agreement in principle to merge with Pittsburgh-based Giant Eagle Markets Inc.

October 22, 1966: Secretary of the Interior Stewart F. Udall presides over dedication of the 20 million West Branch Dam and Reservoir. Later, Udall appears at a Democratic Party fund-raiser at the Idora Park ballroom, where he praises U.S. Rep. Michael J. Kirwan and where Kirwan makes a pitch for the Lake Erie-Ohio River canal.
Reactive Metals Inc. of Niles is given a 1 million order by the Boeing Co. for titanium alloy materials that will be used to develop Boeing's variable-sweep-wing supersonic transport.
Marine Lance Cpl. John F. Burns of Youngstown is reported killed in combat by an enemy mine that blew up near Da Nang, Vietnam.
October 22, 1956: Some 800 Democratic women attend a tea at the Mural Room of the Hotel Pick Ohio for Michael V. DiSalle, Democratic candidate for governor, and his family.
Youngstown Mayor Frank X. Kryzan proclaims & quot;Cleaner Air Week & quot; and urges all residents to save the city from damage and loss due to air pollution.
October 21, 1931: Salaries of 1,200 teachers, school custodians, clerks and other Youngstown school employees cannot be paid on payday because, although board funds are protected by bonds, technicalities keep the board from having immediate access to the money.
Assets of the closed Bank of Pittsburgh, National Association, will be increased by 1 million due to the death of the bank president, Harrison Nesbit, in an automobile accident. The bank, which is being reorganized, had a 1 million life insurance policy on Nesbit.
