Woman charged; children removed
YOUNGSTOWN -- Police charged an East Boston Avenue woman with child endangering and Mahoning County Children Services called a grandparent to take two children to his home after officials found the home with no running water and filthy conditions inside and out.
Police were called to 813 E. Boston Ave. around 11 a.m. Wednesday. Police charged Elizabeth Morgan, 31, with child endangering and high grass and littering violations and took her to Mahoning County jail. Police said a grandfather took one child home with him and was to pick up another after school. Both children are girls, but their ages weren't disclosed.
Neighbors told police Morgan has lived there since December 2005 and cut the grass only once. Trash and garbage were strewn around the house and the devil strip, and the garage was stuffed with trash and junk, police said.
Police found a hole in the porch. The home was also full of trash and garbage. The toilet was full of waste and could not be flushed because there is no water service to the home.
Police found no edible food in the house and no stove. The only refrigerator was a small portable one full of moldy food. In the basement, police found animal feces, mildewed clothes, broken glass, cigarette lighters and remnants of suspected narcotics.
Two cats and an unlicensed dog were found in good condition. Police said the grandfather also took the dog to his home.
