Bond-management plan to save up to $155,000



Commissioners also approved a change order for a Grove City bridge.
MERCER, Pa. -- Mercer County commissioners have approved a new plan for bond management that Fiscal Director John Logan says will save the county $150,000 to $155,000 over the life of the bonds.
Last year, the county essentially refinanced some of its outstanding bonds to take advantage of lower interest rates.
Logan said Thursday's action is basically for the same purpose, except it affects bonds which will mature between now and 2011 which were not included in the first refinancing.

Commissioners also approved a supplemental engineering agreement with SAI Consulting Engineers Inc., Pittsburgh, increasing design costs for the Chestnut Street Bridge in Grove City from $351,645 to $440,870.
County Engineer Mark Miller said the extra design costs result from the decision to make the bridge a two-span, instead of a one-span bridge. This means the bridge deck will have a supporting pier in the middle and the span will be made of two pieces instead of one, he said.
The bridge, slated for construction next year, will be funded from federal and state sources.
Commissioners also entered a contract with 4JADD Inc., Saegertown, to provide several services for clients of Children & amp; Youth Services including parenting and anger management, at $40 to $45 hourly.
They also created a full-time fiscal assistant position at the Mercer County Jail effective June 1, but have to evaluate the job before setting a pay grade. The position was formerly rated a part-time post and has not yet been filled.
