Presentation of Cabinet
What is supposed to happen if Iraqi Prime Minister-designate Nouri al-Maliki presents his Cabinet to parliament Saturday as planned:
Procedure: Parliament, officially the Council of Representatives, must approve each proposed minister by an absolute majority of all 275 members. That means not simply a majority of the members who show up for the session.
If the Cabinet is rejected: If the prime minister fails to win approval of his Cabinet, President Jalal Talabani has 15 days to designate another nominee, who will then have 30 days to form a Cabinet. The constitution does not specifically rule out reappointing al-Maliki, in effect giving him more time to complete the process.
