Highlights of Monday's meeting:
Authorized the mayor to enter into a contract with MS Consultants Inc. of Youngstown for $22,500 to perform construction inspections on the Rosewae Avenue improvement project. Councilman Terry Tackett cast the only dissenting vote. He said he believes the city should be doing more engineering-related work. This brings to $220,594 the amount MS has been paid by the city since 2003, according to city records.
Authorized Finance Director Frances Moyer to borrow $100,000 from the sewer fund to bolster the water fund. Moyer explained that the city won't be receiving the full revenue of a 70 percent water rate increased passed earlier this year until August. Service Director Don Wittman said the transfer was needed to pay operating costs and have money on hand in case of an emergency at the city's water wells. The water fund will pay the sewer fund back over two years.
