Cathy Toscano Baker, deputy county treasurer, said Felasco asked how to delete names of delinquent taxpayers from the county computer system. Baker said she would field calls from Felasco's personal bank that he was overdrawn on his account, and he would instruct the second deputy treasurer, Gloria Conti, to "get money and go to the bank." Baker said she assumed money was taken from the county cash drawer. She said she told Felasco twice that she believed there was less than the required $4,000 cash in the county safe but was told not to worry about it.
County Controller Mary Ann Reiter said the county treasurer's office did not give her office reconciled bank statements for 2001 through 2004.
Thomas Drabick, front office manager of the Radisson Hotel in West Middlesex, Pa., testified the Felascos were frequent guests who sometimes stayed overnight on a weekly or monthly basis. They would rent one to three rooms and always paid cash, he said. They were regular customers from 1995 to 2005. The Radisson is about a 15-minute drive from New Castle, where they lived, he said.
Rob Lent, certified public accountant with Maher Duessel of Pittsburgh, said auditors found a cash shortfall of about $50,000 in 2003. He said 39 taxpayers received delinquent tax notices but produced canceled checks proving they had paid taxes. Their checks amounted to just shy of $50,000. He said auditors concluded $50,000 in cash was missing.
Nick Paolini, certified public accountant with forensic auditing firm Packer Thomas, testified that his company tried to reconstruct how taxes were paid by those who had delinquent notices and canceled checks but could not. They later determined that about $44,000 in cash was missing.
