Officiating: The NFL is satisfied with its officiating but concerned that high-profile errors in the playoffs and Super Bowl left a bad impression. So beginning next week at league meetings in Orlando, Fla., it will tweak a few rules, dealing mostly with player safety, offensive holding and false starts. In the 256 games during the past regular season, there were 850 false-start calls. To cut that number, the league's competition committee is ready to recommend that minor flinches by wide receivers be ignored if they have no effect on the play. The committee also is considering recommending to officials that they make sure there was holding on a play before throwing a flag. The committee also wants to change the rule on hits by defenders below the knee on quarterbacks.
Draft moving: The NFL draft will move to another New York City landmark this year -- Radio City Music Hall. It will be held April 29-30. Last year the draft was at the Javits Convention Center.
Moves: The Giants have signed Pro Bowl special teams player David Tyree to a five-year contract. The deal makes Tyree the highest-paid special teams player in the league, said Tyree's agent, Mark Clouser, and is on a par with money paid to No. 3 receivers in the league. ... The Ravens signed special teams ace Gary Stills and cornerback Corey Ivy. Both players agreed to three-year contracts. ... The Packers signed quarterback Tom Arth and retained defensive tackle Colin Cole. Arth, a quarterback from Division III John Carroll University, has spent all or parts of the last three seasons with Indianapolis and was on the Colts' practice squad last season. ... The Bears matched the four-year offer sheet defensive lineman Israel Idonije signed with the Bills. ... The Raiders found their replacement for Kerry Collins, signing quarterback Aaron Brooks to a two-year contract to compete for the starting job.
