Annually held the night before the Academy Awards bash, it takes place in a big tent on Santa Monica Beach and typically eschews big-studio blockbusters for under-the-radar films. "Little People, Big World" (8 p.m., TLC): Facing everyday challenges and triumphs, the Roloff family, made up of both average-size and little people, is in the spotlight for six months, 10 hours a day, in this 20-episode series. Matt and Amy Roloff, both 4 feet tall, and their four children, one son a little person, must cope with tasks such as driving a car and seeing over the bank counter. Their struggles to run a 34-acre Oregon farm and their successes are chronicled in documentary form.
