Liquor license transfer OK'd



NEW CASTLE, Pa. -- Neshannock Township supervisors approved a liquor license transfer Wednesday after lengthy debate.
The license was transferred from DCL Management Inc. to Richard Davis, 48, of Coates Avenue, who said he'll open an "upscale deli" at 3443 Wilmington Road. His attorney, Phillip Clark, told the supervisors that Davis plans to divide the current Young's Deli, owned by Fred Young, into two businesses. They will share a mutual main entrance. Davis said he is marketing to the working mom, senior citizen couples and single people.
About 20 township residents attended the meeting to oppose the transfer. Supervisors John DiCola Jr. and John Karmecy met with township Solicitor Richard Harper in executive session before the supervisors emerged to vote on the matter. Supervisor Chairman Gale Measel was absent.
Karmecy later told the crowd, "It wasn't a casual decision. We kind of beat each other up looking for an official-legal way to say no, but since there wasn't any hard evidence that this business would affect the health, safety and welfare of the community, I will approve the motion to accept the license transfer."
The final decision to accept the liquor license is now in the hands of the Pennsylvania Liquor Control Board.
