Man arrested twice within several hours



BOARDMAN -- After being released on a possession of drug paraphernalia charge, a 61-year-old Youngstown man was arrested again when police found him with a knife and a newspaper that had been taken from the police department.
Police picked up James B. Adams of Potomac Avenue shortly before 4 a.m. Wednesday after a traffic stop. An officer found a suspected used crack pipe and other paraphernalia in a case under the driver's seat. He was charged with misdemeanor possession of drug paraphernalia and issued traffic citations for driving under suspension, no front license plate, no seatbelt and fictitious plates.
He was released from the police station on a summons.
When a township employee arrived at work around 7 a.m., she said she saw Adams sitting outside of the township building with a newspaper that's delivered to the police department at his feet.
When a taxi arrived to pick him up, Adams was gone and so was the newspaper.
An officer found Adams walking along Market Street, carrying the newspaper and stopped him. Adams denied he had taken the paper from the township building. The officer then saw a folding knife protruding from a pocket of Adams' pants.
Adams was then arrested on misdemeanor charges of receiving stolen property and carrying a concealed weapon.
