Cabinet-level officials pass civil service test
The mayor should formally hire the two shortly.

YOUNGSTOWN -- While neither cracked the top 10 on their civil service tests, two members of the mayor's Cabinet needed only passing grades to keep their jobs.
Results from civil service tests taken last month show that Kyle L. Miasek, deputy finance director, received a score of 82.8, and Harry L. Johnson III, water department auditor and office manager, received a score of 86.25.
Because the city's civil service commission appointed the two Jan. 3 on a provisional basis at the request of Mayor Jay Williams, commission rules state they needed only to get a 70 on the test.
Miasek got a 72 on the written test and an additional 10.8 points for his education background. Johnson got a 75 on the test and 11.25 bonus points for his education background.
The commission awards additional points for education and military experience on these tests.
Seventeen people took the deputy finance director test with 13 passing. Miasek's score was the 12th highest on this test.
Twenty-six people took the water job test with 21 passing. Johnson finished in 14th place.
Finance Director David Bozanich formally asked the commission for the results of the deputy director test, and the commission gave him the list. The water department hasn't asked for the results as of Tuesday, but should do so shortly.
Williams then has to officially appoint Miasek and Johnson and remove their provisional status, civil service officials say, which should also be done soon.
Tests
Three people who took both tests, given June 17, finished in the top 3 for both jobs.
Finishing No. 1 on the water department test was Alden Chevlen of Youngstown, an attorney, with a score of 103.5. John Tooill of Youngstown finished in second with 102.35, and Dominic Carcelli of Struthers, the business manager at the private Northeast Ohio Correctional Center, was in third with a score of 101.2.
On the deputy finance director test, Carcelli finished first with 102.35. Chevlen was second with 98.9, and Tooill was third with 98.9.
