A scalpel is better than an ax



Columbus Dispatch: West Virginia and Kentucky are taking advantage of a new law that gives states leeway on how Medicaid coverage is provided.
The federal law, passed in February as part of the Deficit Reduction Act, allows states to be more flexible. For example, West Virginia is asking beneficiaries to sign a personal-responsibility contract. They agree to show up for doctors appointments and go to emergency rooms only for emergencies.
Ohio could benefit from the law. Having the flexibility to shape Medicaid coverage with a scalpel, rather than an ax, offers hope of keeping the Medicaid monster in check while still providing services.
