Atlanta fugitive arrested



Authorities confiscated numerous weapons from the scene of the arrest.
YOUNGSTOWN -- An Atlanta man sought on three-year-old kidnapping and other charges was arrested on a federal fugitive warrant at a Samuel Avenue residence on the city's South Side.
Randy Lamont Spencer, 29, was arrested without incident at 631 Samuel at 7:30 p.m. Thursday by agents of the FBI, the Mahoning Valley Violent Crimes Task Force, the Mahoning County Sheriff's Department, the Youngstown Police Department and the United States Marshal's Fugitive Task Force.
The FBI said that a bulletproof vest, numerous rounds of ammunition and four weapons, including a shotgun, an assault-type rifle and a semiautomatic pistol, were confiscated from the residence.
Theodore Wasky, special agent in charge of the Cleveland office of the FBI, said Spencer was arrested on federal unlawful flight to avoid prosecution charges on alleged offenses in the Atlanta area.
Had information
Authorities said they had information Spencer was in the Youngstown area but declined to reveal what led them to the Samuel Avenue address.
The Atlanta FBI obtained the federal warrant to assist the DeKalb County, Ga., Sheriff's Office in locating Spencer, who was wanted on three counts of kidnapping, three counts of aggravated assault-firearms, three counts of armed robbery, one count of attempted armed robbery and firearms possession, all stemming from a March 5, 2003, case in DeKalb County, Wasky said.
Spencer was in the Mahoning County jail on Friday and could face an extradition hearing or waive his right to a hearing and go back to Georgia voluntarily, authorities said. If he agrees to go back voluntarily, the federal fugitive charge would be dismissed, authorities added.
