Retired Hubbard police officer Kenneth Oyler is free on a personal recognizance bond after appearing in Girard Municipal Court on Tuesday on felony theft charges. Oyler is accused of using a city-issued credit card to pump gasoline into a car other than his department-issued vehicle.
