YOUNGSTOWN -- A homeless man is in Mahoning County Jail awaiting an appearance in court today after police say he snatched a woman's purse late Monday morning. According to reports, the 56-year-old woman was looking at jewelry in a window outside the Phar-Mor Building when 23-year-old Jamarel Ceasar, listed as homeless, grabbed the purse and ran. Two officers who happened to be leaving the Phar-Mor building heard the woman scream and saw Ceasar running. Ceasar, reports said, was eventually tackled by two nearby construction workers.
