Zoning panel suggests company to develop plan for North Lima



The township adopted a comprehensive land-use plan in 2003.

NORTH LIMA -- The Beaver Township Zoning Commission supports a proposal to hire a Pennsylvania engineering company to develop a neighborhood plan for the North Lima area.
The zoning commission voted Wednesday to make a recommendation to the township trustees to hire Herbert, Rowland and Grubic Inc., based in Harrisburg, to prepare the plan. The trustees must vote on whether to hire HRG and whether to appropriate $14,700 to pay the company for its services.
Christopher Kogelnik of HRG said his company is looking to draft a plan that would comply with the comprehensive land-use plan the township adopted in 2003.
On Wednesday, Kogelnik presented an outline of the proposed plan to the zoning commission. He said if the township were to hire his company, he would work closely with township officials and residents to develop a final plan. "HRG will write a plan based on what the township and its residents want," he said. "Most neighborhood plans are done with a committee of people. Collectively, we can write something and put into the plan what we all want."
The purpose of a neighborhood plan is to take a specific area of a community, rather than the community at large, and focus on ways to improve that area. Officials have said much of the work would include beautification efforts such as streetscaping. The township has explored the concept of developing a neighborhood plan for North Lima for the past few years.
If the trustees hire HRG, the township would then establish committees to study and make recommendations that would assist HRG in plan development. Kogelnik works out of the company's Hermitage, Pa., branch, where the North Lima plan would be developed.
