"31 Days of Oscar" (8 p.m., TCM): If the Winter Games just aren't doing it for you, it may be time to turn to the annual "31 Days of Oscar" movie festival, which runs into early March. Tonight's lineup includes "Who Framed Roger Rabbit?" (1988), which received a special Oscar for its incredible blend of animation and live action.
