2 charged with records tampering



Both defendants were indicted on 11 felony counts.
WARREN -- A Trumbull County Job and Family Services caseworker and a woman, who is not employed at JFS, are free on $5,000 bonds after being arraigned Thursday morning on tampering with records charges.
Jeffrey T. Fox, 40, of 2446 Northwest Blvd., and Jeannette Webber, 37, of the same address, appeared before Judge John Stuard of Trumbull County Common Pleas Court after having been arrested Wednesday.
Both were secretly indicted Wednesday by the county grand jury.
Both are charged with 10 counts of tampering with records belonging to the Ohio Department of Job and Family Services on the same 10 occasions between Jan. 30, 2002, and Sept. 13, 2005.
Those charges are third degree felonies.
Other charges
In addition, Webber is charged with theft between Feb. 1, 2002, and Feb. 28, 2006, and Fox with complicity to theft over the same period. Both charges are fifth degree felonies.
The theft amounted to about $2,900, said Stanley Elkins, assistant county prosecutor.
County sheriff's deputies arrested Fox at the county JFS Wednesday afternoon, and he is on paid administrative leave pending the outcome of a predisciplinary hearing Tuesday.
Fox has worked for JFS for 11 years and earns $14.97 per hour, plus benefits.
No JFS clients were deprived of any cash assistance because of the alleged actions of Fox and Webber, said Tom Mahoney, county JFS director.
Neither Mahoney nor Elkins would comment on details of the case.
