Couple have 120 days to move 2,000 tires



Saturday, August 26, 2006 LEAVITTSBURG — The Ohio Environmental Protection Agency has given a Leavittsburg couple 120 days to remove 2,000 tires from their Risher Road property. If Frank and Lorell Naypaver, of Sun City Central, Fla., fail to remove the scrap tires, the EPA can arrange for their removal, and the couple would be forced to reimburse the state agency. In the meantime, the Naypavers must pay for mosquito control. The Naypavers could not be reached to comment Friday at their Florida home. Beginning in 1994, the EPA said, the Trumbull County Health Department has repeatedly cited the Naypavers for open dumping. The Trumbull County Common Pleas Court declared the tire-laden site a nuisance, fire hazard and an environmental danger to residents. Unlicensed scrap tire sites pose a fire threat and can serve as a breeding ground for disease-carrying mosquitos, the EPA said.
