Health department
A recap of findings for recovery made in an audit of the Columbiana County Health Department for 2003.
Total findings were $6,313.41.
Board members Jack Amato and Matt Borza were each ordered to repay $155.11 for spending a night before a conference at a hotel. County records show that was all repaid, but the Ohio Auditor's Office says none was repaid.
Environmental director Mark Nichol was assessed $168.85 -- a hotel room and a movie. County records show that has been repaid, but the state says it hasn't.
Health Commissioner Robert Morehead was assessed a total of $5,834.34. (The state auditor's Web site also gives an incorrect amount of the total finding.) The amount includes:
$716.61 for inappropriate purchases at Barnes & amp; Noble. Morehead has repaid all of it. The state says he still owes $77.
$421.51 for overcompensation of mileage and automobile expenses paid for with health district funds. County figures show Morehead has repaid all of it. The state says he owes $106.70.
$223.88 for an extra night at a conference and meals at a conference in Columbus a day early. County figures show Morehead has repaid it all. The state says he owes it all.
$949.52 for unsubstantiated, in-county meal expenses paid for with health district funds. County and state records show none has been repaid.
$2,220.41 for unsupported out-of-county hotel and meal expenses. County and state records show none has been repaid.
$1,302.41 for travel reimbursements and purchases made with the health district credit card that were not for official district business. Morehead repaid $305.35 before the audit was completed. County and state records indicate he owes $997.06.
