April 17, 1956: In a four-page report the Columbiana County grand jury severely criticizes the East Liverpool police department as "inefficient, untrained in police work and incapable of enforcing the laws of the city or state of Ohio." The jury had indicted five city patrolmen and two special policemen on burglary charges.
