Vehicle-theft charge not filed against man



YOUNGSTOWN -- A charge of theft of motor vehicle was not filed against Jerome Morgan of Girard, who police said entered a woman's vehicle and drove off when she jumped out.
Morgan, 30, of Forsythe Avenue, was taken to St. Elizabeth Health Center for examination after the episode Thursday morning. Although arrested on the theft charge, the charge was not filed in municipal court Friday.
Detective Sgt. Rick Alli said a lesser charge might be filed pending further investigation.
The woman told police Morgan approached her Ford Explorer around 8:20 a.m. Thursday as she was stopped at Martin Luther King Jr. Boulevard and Superior Street, shouting he needed help and to call 911.
Morgan opened the driver's door and climbed over the woman into the passenger seat, telling her someone was trying to kill him.
The woman got out, and Morgan drove to city hall downtown. He told police that someone was trying to kill him and that he had been smoking crack cocaine for two days. Police said he also was involved in a hit-and-run crash as he drove to city hall.
