Public indecency charges

GIRARD -- A Pennsylvania man was back in Girard Municipal Court on Wednesday for a preliminary hearing on charges of public indecency. Willis Swartz, 64, of Nych Road, New Wilmington, a Lackawannock (Pa.) Township supervisor, is charged with two misdemeanor counts of public indecency. Court representatives said the matter will be going to trial, but a court date has yet to be set. According to Hubbard Police Sgt. Robert Altier, Swartz is thought to have been driving around the Park Avenue and Elmwood Drive sections of the city in late October and on two occasions exposed himself to women walking along the road. Altier said witnesses picked the Mercer County man out of a photo lineup provided by Pennsylvania State Police.Swartz, according to court records, pleaded innocent to the charges in February. He is free on a personal recognizance bond.
