Police arrest man wanted in hit-and-run from 2004



The suspect will be arraigned Tuesday in Niles.
NILES -- City police have arrested a former Warren man in connection with a hit-and-run accident that injured an 11-year-old girl more than a year ago.
On Friday, police arrested Irving R. Russ, 30, on charges of driving under suspension, leaving the scene of an accident, obstructing official business and tampering with evidence.
Russ will be arraigned in municipal court at 9 a.m. Tuesday. He was released from custody after surrendering to authorities with his attorney, police said.
Police Chief Bruce Simeone was not available to answer questions Friday afternoon. It's not known where Russ lives now.
A quadriplegic
Russ is charged in connection with the Aug. 16, 2004, accident that left the victim, Annie Lee, a quadriplegic. She remains on a respirator in the Cleveland Clinic.
Police reported at the time that Annie and her grandmother and 3-year-old brother were crossing U.S. Route 422 at North Road when a dark-colored SUV struck them and fled.
Police determined that a 1992 Mazda Navajo owned by Raheema Wright of Warren hit the girl. Russ is Wright's former boyfriend, police said.
Wright reported her vehicle missing to Warren police about the time of the crash.
Wright was charged by Warren police with obstruction of justice and filing a false report. She was fined $250 and placed on two years' probation in Warren Municipal Court.
The girl's father, Chung Lee, has filed a personal injury case in Trumbull County Common Pleas Court against Wright and Russ. The lawsuit claims Russ was the driver involved in the accident.
In a press release, Niles police credited the Ohio State Highway Patrol, Warren police and Ohio Bureau of Criminal Identification and Investigation with assisting in the investigation.
