Spanking ban advances



HARRISBURG, Pa. (AP) -- A state oversight board has approved regulations to outlaw corporal punishment in public schools.
The Independent Regulatory Review Commission voted unanimously Thursday to make Pennsylvania the 29th state to enact such a ban, but the changes will not take effect until the regulations are published in the Pennsylvania Bulletin, probably by the end of November.
The Legislature could act to prevent the ban from taking effect. Last week the House Education Committee urged the review board to reject the rules.
