Best Bets on TV Tonight

"That '70s Show" (8 p.m., Fox): Can a series that capitalizes on how a decade seemed a bit weird once we got over it continue for a whole decade itself? Don't bet against it. Tonight, "That '70s Show" begins its eighth season with a one-hour episode.
"Related" (9 p.m., WB): This is one of those only-on-TV episodes in the works. Rose is thrilled when her big crush, Alex, asks her to star opposite him in a play. But her excitement quickly wanes when she is told the performance will be in the nude. Don't you hate it when that happens?
"Delivering the Goods" (9 p.m. PBS): What are the obstacles to providing care to populations in need? But it also points out that, despite millions dying needlessly each year, there are victories. Example: Women in Bangladesh embark on a revolutionary health care program transforming this country. This is part of "Rx for Survival -- A Global Health Challenge" is a six-hour PBS documentary series examining critical health problems worldwide.
