The county commissioners also handled these matters:
*Approved a $197,000 agreement between the county's Reuse & amp; Recycle Division and Youngstown for the annual litter collection and illegal dumpsite program. James Petuch, recycling director, said the city's litter control and prevention people will provide recycling bins in all city buildings, monitor the county's four new recycling drop-off sites in the city, and embark on various neighborhood cleanup projects.
*Awarded more than $119,000 in recycling division money to 10 entities throughout the county to use recycled materials for various improvement projects.
*Approved the county Emergency Management Agency & amp; Communications' early-retirement incentive program. James Petraglia, human resources director, said the program will save the county money and will pave the way to eventually hire younger workers at lower salaries.
