Former superintendent accused of public indecency

If convicted, he could face 30 days in jail and a $250 fine.

HUBBARD -- A longtime Hubbard school official has been arrested on a misdemeanor charge of public indecency.
Carl Morell, 72, no street address available, Hubbard, was arrested on the charge around 8:30 p.m. Wednesday in the parking area near Truck World Boulevard.
Township police released Morell shortly after the arrest. He is scheduled to appear in Girard Municipal Court at 9 a.m. Tuesday.
If convicted, he could face up to 30 days in jail and a $250 fine.
According to Hubbard Township police and Trumbull County 911 log sheets, a truck driver called the police and said he spotted a man performing a sexual act in his car. Morell was in the vehicle alone, police said. The truck driver said he blocked the exit so the man would not be able to leave the area.
The 911 dispatcher noted that he could hear a verbal confrontation between the caller and the man in the vehicle. The dispatch log does not give specifics on the argument.
Background
Morell was involved in the Hubbard school system for 42 years. He began his career in Hubbard in 1959 when he was hired as a fourth-grade teacher.
In 1967, he was named Chestnut Elementary School principal, and nine years later he was appointed administrative assistant to the superintendent.
He was named the district's superintendent in 1990 and held that post for three years. He then worked for the district as a consultant and was named acting superintendent in 2000. He held that post until 2001.
