BOROUGH COUNCIL Contract awarded for sewer project
Council voted to revise a planned parking ban on section so Beechwood Road.
NEW WILMINGTON, Pa. -- New Wilmington Borough Council awarded a $159,000 contract for installing a sewer-treatment mechanism to low bidder W.E. Downie Co. Inc. of Poland, Ohio.
Council accepted the bid on the recommendation of Joseph Pacchioni of Hickory Engineering, Hermitage, a firm hired by the borough to help plan the project. Bid acceptance also is contingent on the borough solicitor's approval.
Borough Superintendent Fred Garrett said the mechanism is a clarigester, which is in the initial holding tank where sewage is treated.
In other business at its meeting Monday, council agreed to revise plans for banning parking on Beechwood Road. Several Beechwood residents said they wanted parking banned on the south side of the road from New Castle Street west to the borough line.
Council had planned to ban parking on the north side, but residents were afraid parkers would ruin grass on the uncurbed north side. Council agreed to readvertise the parking ban for that section, but kept the parking ban on the north side of Beechwood from Market to New Castle Street.
Garrett reported that rubber-based paint, which has been used to paint the borough pool ever since it was built in the 1930s or 1940s has been outlawed because of ozone emissions. The rubber paint cannot be covered with other types of paint. He said he was able to buy enough paint to patch worn spots this year but said in the future the borough will have to pay for sandblasting off the old paint and putting a more expensive paint on it.
Council member Nancy Brooks reported that some homeowners on Vine Street and Neshannock Avenue will be notified they are in violation of the zoning ordinance because of broken sidewalks. She said some sections have heaved up from tree roots.
